The greenhouse effect is caused by the presence
of the atmosphere. If there were no atmosphere,
there would be no greenhouse effect. The only
way to have an atmosphere and no greehouse effect
is if the atmosphere contained only gases that
were completely transparent (no absorbing) to
longwave radiation in the emission region of the
planet. So, they are not formally equivalent,
but the presence of an atmosphere usually implies
that the planet will have at least some greenhouse
effect.
